You just can't use the apps. Original Poster. Chromebooks are a slightly different situation. Google has added Google Play app support for most of their modern Chromebooks and some of their older Chromebooks.
Your Pixelbook should work. But, it's very "first generation" so some apps work great, some have problems, and some don't work at all. There was never a Chromecast app for laptops.
But, there was a setup webpage you could go to and use that to setup your Chromecast. You would trying to download app from app store to that page and it would walk you through first-time setup steps to connect your Chromecast to your network. To set up your Chromecast, please use a mobile device. Once you get it setup do you have a friend with a phone or tablet that can help you?
